Background information on Gallifrey:
Found in the constellation of Kasterborus, Gallifrey is/was the home planet of the elitist Timelords, a group of observers who have mastered the concepts and theories of time travel. Governed by the laws of time laid down by their founder, Rassilon, the Time Lords are almost omnipotent and have stagnated as a result. After their disasterous interference in the affairs of the Planet Minyos, they adopted a non-interventionist policy and have generally become known throughout the galaxies as an impressive but unthreatening people. Gallifrey has been subject to at least one attempted invasion when the combined forces of the Vardans and the sontarans attempted to claim mastery over time. With the use of technology from their earlier, less moralistic period, the invaders were defeated.
Gallifrey's ancient history seems littered with dubious amoralities and indeed even modern Gallifreyan political factions are not averse to abusing their great powers to serve their own ends, such as placing the Doctor on trial and using him as a scapegoat to cover up their own serious errors of judgement.
Although the majority of gallifreyans are content with their lives, many have opted out of the rigid culture. The Doctor, the Master and the Rani are some of those who chose a nomadic lifestyle far away from the cloisters and panopticons of Gallifreyan life.
