I'm glad other people picked up on that cos the people I was watching it with didn't.
I just reckon it is a reasonable excuse for John Barrowman not being able to take part in series 2 - plus it is the 4th Great and Bountiful Human Emprire, and who better to rebuild it than a 51st Century Ex-Time Agent?
We're in for some exciting stuff!

TIME-MACHINE!!! The Doctor could have just gone back to the Gamestation 5 mins later for him. But 10 for Jack!
I think that the Doctor just wanted to have some time with Rose first, before going back.

... Don't forget the confusing thing. Time has changed in the 4th and Great Empire so the Doctor would want Jack to help excelerate Earth once again.
Also, like in Parting of the Ways, what happens in what time, another time is going pararell to this one (when Rose goes back into the chippy).
I think the Doctor and Rose will visit Jack once everything on Earth is alright.

The thing is...as far as I'm aware Torchwood is set on present day earth. So, how does Jack get there?

Jack seems very capable of making technology from seemingly different components. Maybe he could build some sort of time (not space)machine? Then (because its so slap-and-dash) he ends up on modern day Earth, not where-ever!
