Hmmmmmmm. Flashbacks well now, it all depends on what you mean by flashbacks. The Doctor has certainly felt the presence and/or absence of his other selves now and again. In the five doctors, his fifth incarnation feels pain each time one of his former selves is plucked out of time. Presumbly he then has an empathy flashback with his former self as they are unwillingly scooped out of existance.
In some regeneration scenes there are flashbacks of his previous life and in the fifth doctor's regen I am not sure that it couldn't be argued that some of his flashback pertains to the fourth doctor's life.
According to gallifreyan law the first law of time is never to cross your own timeline, i.e. never to run into yourself. This is of course a paradox which, as we found out in "Father's Day", can cause some pretty nasty things to occur. Nevertheless, This law has been broken on at least 4 occasions by the doctor himself. It was induced by the Timelords in "The three doctors" where Doctors number 1, 2 and 3 were needed to try and rescue the universe from the first Omega Crisis.
In "The five doctors" of course all the doctor's incarnations were brought to gallifrey to play the game of Rassilon, very dangerous stuff indeed.
In "The Two Doctors" the Doctor's sixth incarnation bumps into his second incarnation in a somewhat coincidental fashion. In this episode Somthing occurs which instead of a flashback could be called a flashfore (my term). Slightly complicated, but what it comes down to is that the second doctor has been genetically transformed into an Androgan, a race whose unseethable appetite for food, generally rules their consciousness. The second Doctor's lust for filling his gob then seeps down through the timeline to his sixth incarnation momentarily taking over the sixth doctor's thoughts.
In this episode there is one of the classic Doctor who quotes of all time (in my opinion), which may serve to answer the original question of this post. Peri is of course very confused about this business of meeting up with your other self and asks the doctor if there isn't a law against that sort of thing and the Doctor answers."My dear Peri, when you travel about as much as I do then you are bound to run into yourself at some point."
The fourth ocasion in which the Doctor breaks the first law if time is of course in "Fathers Day" ..."Very bad idea two sets of us being here".
