One possibility is that Bilis Manger from the last episode of torchwood is in fact the master. Reasons which support this theory include:
1. Like the master Manger has a keen knowledge of time travel allowing him to slip through time with ease.
2. When last seen in the television movie the master was seen to be sucked into the time vortex which may be linked to the Rift.
3. Several hints as to Mangers true identity are hidden in his office including a Grandfather clock. Mangers speech about seeing all of time but not belonging to it also add to this theory.
I don't support this theory for one minute, but i thought i would put it up for the reason that anything is possible! But like i say i don't belive it though it would be a clever twist!

Bilis Manger is an anagram of "Bias Gremlin" which would sum up his reasons for helping open the rift to cause problems. And yes, I do have way too much time to think of this inane drivel.

Bilis Manger is an old man that escaped from the retirement home. The time travelling is a side-effect from the medication.
Also, cheese is an anagram of eechse.

Or e Esche, and Robert Esche plays to Philly in the NHL. Oh sorry, was that an comment against the "normal" train of thought?
